Over the past couple of weeks, your union has been working hard negotiating the statewide Workday grievance settlement, and our sibling unions have been hard at work wrapping up their contract negotiations. As a result of this combined work, we get to report back some significant additional economic wins that will be incorporated into the contract:

  • Year 1 COLA: 2.5% now effective January 2026
  • Year 2 COLA: 4% effective January 2027 (increased from 3.45%)
  • Add Step Implementation: Effective February 1, 2027 (moved up from March 01, 2027)
    • Any employee who has worked for the state for over 10 years and is topped out will receive the add step immediately on February 01, 2027
    • All other employees will receive the add step on their Salary Eligibility Date

Additional wins include:

  • Biweekly Pay Transition: As you know, the biweekly pay transition will not be taking place until July 2027. You will receive these additional benefits 90-days prior to the transition:
    • 40 hours of additional paid leave to use at your discretion or cash out.
    • A $1,700 one-time payment

Thank you for all your hard work and support throughout this bargaining session. Ratification votes will begin going out to locals this Monday, along with more details on all of our wins, and next week we’ll send out additional information about the workday grievance settlement.
None of these wins would be possible without you making your voice heard, showing up to union actions, and being an Oregon AFSCME member. Thank you for all your hard work.

In solidarity,

Joe Baessler, Executive Director

Jade McCredy, State Program Manager
